“Free SHS Goes Private: Government to Include Private Senior High Schools in 2025 Rollout”

Date:

In a bold expansion of Ghana’s flagship Free Senior High School (FSHS) policy, the government has announced plans to include private senior high schools in the programme starting from the 2025 academic year. This landmark development was revealed during the launch of the revised school selection guidelines for candidates preparing for the 2025 Basic Education Certificate Examination (BECE).

Key Changes Announced

Under the new guidelines, BECE candidates will now be allowed to select seven schools instead of the previous six. The school selection window is scheduled to run from May 27 to June 6.

Speaking at a press briefing on Tuesday, May 27, Deputy Minister of Education Dr. Clement Apaak explained that the inclusion of private SHSs is part of broader government efforts to increase access to secondary education and ease pressure on public schools.

“As part of our campaign promise, we have been working diligently to bring private senior high schools on board in delivering the Free SHS programme,” Dr. Apaak stated.

A Step Toward Ending the Double-Track System

Dr. Apaak emphasized that this expansion is also aimed at phasing out the double-track system, which was introduced to accommodate large student numbers in limited public school infrastructure.

We believe strongly that in fulfilling this manifesto campaign promise, this will serve as a vital step toward ending the double-track system.”

He also highlighted that engagements with private institutions have so far been positive, and the government is confident in their ability to support the Free SHS rollout effectively.

Broader Implications

The inclusion of private SHSs represents a strategic move to broaden the reach of the Free SHS program while enhancing quality and reducing overcrowding in public schools. It also signals a commitment to equitable access to secondary education across both public and private institutions.

The 2025 BECE school selection exercise is expected to reflect these changes, and both students and guardians are encouraged to take note of the updated selection process and expanded options.

As Ghana prepares for the next academic year, this shift marks a significant milestone in the evolution of the country’s education policy. If successfully implemented, it could be a turning point in resolving long-standing challenges such as congestion, limited placements, and the double-track system.

The Ministry of Education’s readiness to integrate private institutions into the Free SHS programme demonstrates a forward-looking approach that could reshape the future of secondary education in Ghana.
