GRA Debunks Freezing Rumors: No Enforcement Action Against Richard Quaye

Date:

The Ghana Revenue Authority (GRA) has dismissed circulating reports that it has frozen the bank accounts of Richard Nii Armah Quaye, founder of Bills Micro Credit Ltd. While confirming that an income tax assessment has been issued, the Authority firmly stated that no enforcement actions—such as account garnishment—have been taken against him.

Setting the Record Straight

In an official statement released on March 27, 2025, the GRA clarified its procedures for handling tax assessments, emphasizing that enforcement actions, including freezing bank accounts, are only implemented when taxpayers fail to cooperate after due process.

“GRA engages all taxpayers to assess their incomes earned and follows a standard procedure in communicating with them. These processes include writing to request taxpayers to voluntarily declare their income, raising assessments when they fail to declare their income by the due date, and following due processes to request payment of the tax due.”

No Freezing of Accounts—But a Tax Assessment Issued

Specifically addressing Mr. Quaye’s situation, the GRA denied initiating any enforcement action against him.

“In the case of Mr. Richard Nii Armah Quaye, GRA has not commenced any enforcement action against him, including freezing his bank accounts. The Authority has issued an assessment on him relating to his income taxes.”

Public Advised to Ignore False Reports

The GRA urged the public to disregard social media claims and other misleading publications about Mr. Quaye’s accounts being frozen.

“GRA, therefore, requests the general public to disregard the publications on social media and other platforms that Mr. Quaye’s bank accounts have been frozen by the Authority.”

The statement further encouraged taxpayers to voluntarily disclose their earnings and pay taxes promptly to avoid penalties, interest charges, and potential enforcement actions in the future.

GRA Reaffirms Commitment to Fair Tax Administration

Reiterating its core values of fairness, integrity, responsiveness, service, and teamwork, the GRA assured the public of its dedication to transparent tax administration.

This latest clarification serves as a reminder that tax matters should be verified from credible sources, and taxpayers should engage with the GRA to ensure compliance with their obligations.
